The government have called in a decision to allow a golf course and 1200 homes to be built on Hulton Park
Earlier this year permission was given by Bolton Council for Peel Holdings to develop the site.
A public enquiry is now likely to be held so a government inspector can have the final say.
The secretary of state for Housing, Communities and Local Government James Brokenshire has written to Bolton MP Chris Green to confirm the decision.
It follows a huge campaign by locals who go under the name of HEART who have been fighting to save the land from development.
Speaking after the announcement Mr Green said
"The HEART campaign has done so much to raise awareness of this issue and I want to pay tribute on behalf of everyone in Bolton West to get us to this stage"
"There is still so much work to do in the future but this is a great day"
