Monitor, the independent regulator of NHS Foundation Trusts, has found that Bolton NHS Foundation Trust is in significant breach of two of the terms of its authorisation:
The decision is triggered by the failure of the Trust to meet healthcare targets (specifically A&E waiting times and the Referral to Treatment (RTT) 18 week target) and failings in Board governance. At present, the CQC has no major concerns in respect of this Trust.
Monitor has asked the Trust to produce an action plan to deliver sustainable improvements in A&E and RTT.
Monitor also has residual concerns relating to the effectiveness of the Board. The Trust Board has failed to address identified risks to achieving the A&E and RTT targets with sufficient pace. The Trust have now taken steps to commission a Board review to enhance the effectiveness of the Trust Board and Monitor will require that robust measures will be put into place to implement the necessary improvements. Monitor expects further updates on progress in these areas at subsequent regulatory progress review meetings.
Speaking after Monitor’s Board Committee made its decision, Merav Dover, Compliance Director at Monitor, said:
"We need to see more robust action from the Trust Board to make sure that services are run more effectively for patients by ensuring that healthcare targets are met.
"The Trust now has specific actions which it must urgently address and Monitor will be reviewing its progress on a monthly basis. If we need to take further regulatory action then we will do so."
